Why now

GitHub Copilot's changelog logged three budget-related releases in a single month: a Sept 1, 2026 feature to set an expiration date on individual user budgets, a Sept 14, 2026 update letting admins "configure cost and quality in Copilot auto model selection," and a Sept 16, 2026 release making "budget increase requests" generally available (see ToolPulse's Weekly #1). None of that changed Copilot's prices — but it's a reminder that all three major AI coding assistants now sell a monthly subscription that converts, in some form, into a spendable usage budget rather than a flat "unlimited" seat. Exactly how that conversion works — and what happens when the budget runs out — differs more between these three vendors than the headline prices suggest.

Copilot is the only one of the three that publishes an exact, documented conversion rate: 1 AI credit equals $0.01, and docs.github.com spells out the base/Flex split for every individual tier (Free has no credits — completions and chat requests are counted separately and capped at 2,000/50 per month; Pro gets 1,500 credits total; Pro+ gets 7,000; Max gets 20,000). Code completions and "next edit suggestions" stay unlimited on paid plans and never draw from the credit pool — only chat, agent mode, code review, the cloud agent, Copilot CLI and Copilot Apps consume credits. Credits reset to the full monthly amount on the first UTC day of each month; unused credits do not carry over. When a user's credits run out, per GitHub's own docs, the options are to upgrade a tier, set a budget to allow paid overage, or wait for the reset — there's no silent pay-as-you-go by default. Business seats come with 1,900 credits per user per month and Enterprise with 3,900, both on custom, contact-sales pricing.

Cursor's own pricing page lists Pro at $20/mo and Teams at $40/user/mo (Enterprise custom), but doesn't put a price next to "Pro+" and "Ultra" even though it shows them as tier options under the same page — those two prices ($60/mo and $200/mo), plus a second Teams tier ("Teams Premium" at $120/user/mo), only appear on Cursor's separate documentation page. Rather than a single credit number, Cursor splits usage into two pools: one for its own in-house models (which the docs describe as having a "generous" included allotment) and one for third-party "frontier" models like Claude, GPT and Gemini, billed against included usage at those providers' API rates. Cursor's docs don't quantify either pool in dollars or units for any tier — they only say that model choice affects how fast the included usage is consumed, and give rough spending-range examples ($60–$100/mo for daily agent users, $200+/mo for heavy users) rather than a fixed quota. When included usage runs out, Cursor's documented options are to keep working at the same API rates under pay-as-you-go billing, billed in arrears, or move up a tier — there's no hard stop described.

Replit is the most literal of the three: the subscription price is the credit budget. Core costs $20/mo and includes "$20 towards most powerful models"; Pro costs $100/mo and includes "$100 towards most powerful models" — same number, twice. Replit has no free tier at all; Core is the entry point. Per Replit's own billing documentation, running out of monthly credit doesn't block a project by default — the account moves to pay-as-you-go unless the user has set a spending cap in account settings, in which case usage-based services pause until the next billing cycle or until the cap is raised. Users can also buy credit packs in four fixed sizes ($100, $300, $500 or $1,000, with volume discounts), which expire six months after purchase and are consumed before the next pack. Unused monthly subscription credit does not roll over between billing cycles; it simply resets.

Who should pick what

  • Wants to know exactly what a dollar buys, in writing: GitHub Copilot. The $0.01-per-credit rate and the base/Flex breakdown per tier are the most explicit of the three.
  • Wants model flexibility and is comfortable checking a docs page instead of a pricing page for the full tier list: Cursor — but budget for the real possibility of pay-as-you-go overage if frontier-model usage is heavy.
  • Wants the simplest mental model — "my subscription fee is my usage budget" — and is willing to set a spending cap manually: Replit, with the spending cap turned on from day one to avoid the pay-as-you-go default.
  • Wants to avoid any usage-based billing entirely: none of the three fully delivers that on a paid plan; GitHub Copilot's Free tier (fixed completions/chat caps, no credits at all) is the closest thing to a flat, non-metered option among the three.

What this comparison doesn't cover

How fast real coding sessions actually burn through each vendor's included usage depends heavily on which underlying model is selected, the size of the codebase and how much agent/cloud-agent usage is involved — none of that is something a pricing or billing page can answer, and this piece doesn't model specific usage scenarios. It also doesn't cover code-quality or completion-accuracy differences between the three, which a pricing comparison can't speak to.
